Etymology
From a blend of Scouser (“person from Liverpool”) + literati (“well-educated people, intellectuals”). Usage is noted in 2007, then gained acceptance by a supplement to the Liverpool Echo newspaper on 1 January 2008, the day Liverpool began its year as European Capital of Culture. The supplement listed 366 people as "The Scouserati - the 366 most influential Scousers on the planet".
