Unlike "bureaucrat" (a neutral term for any administrative drone) or "functionary" (a mere executor of duties), "apparatchik" evokes the mechanical devotion of a cog in the ideological machine. It is the pallid face behind a desk stamping papers without reading them, the voice reciting slogans with the cadence of a metronome, the hand that signs condemnations because the ink was already drying before the name was written. To be an apparatchik is to mistake compliance for purpose, and in doing so, to vanish into the apparatus entirely.
